The New Jersey State Fraternal Order of Constables is a non-profit tax-exempt 501(C)(3) organization as an educational, community service Public Charity based organization   As such we have quickly become the leader in the state of New Jersey in educating the general public, the municipal and Superior Court's, the local, county, and state police agencies, and especially our brother constables throughout the state of New Jersey. On the history, rules and regulations, the do's and don'ts, and the New Jersey state statutes that govern constables

Another unique aspect of our organization is our direct ability to assist any and all municipalities within our county, the local municipal police departments, and the county sheriff's department,.  We have also assisted local municipalities within the state of New Jersey in their city Council members along with their Chiefs of police, in the formation and or expansion of the constables programs, which we feel allows local and county communities to maintain the safety and security of their citizens during any and all emergencies and challenging fiscal and economic times that as we all know can become a hardship.

The purpose of this web site is to increase the popularity of our common interests. We hope to add new members and associate members so that we will be able to grow and expand.  To bring all constables in the state together as one voice.  To make them knowledgeable of the governing laws concerning constables within the State of New Jersey.  We want to help all constables develop strong and long-lasting working relationships and friendships with the local, county, and State law enforcement organizations and the communities in which we serve.  Doing this will only make the entire state of New Jersey's constables stronger.

The Mission

The secondary purpose of this organization and our secondary mission is to further promote the interests of our organization and our members to the community. We strive to make a difference by educating the general public, municipal and superior courts, lawyers and judges to who in what we are.  Expanding our reach to the law enforcement community, making them aware of our ability to assist any municipality within our perspective counties.  Willing and ready to provide our services at no cost to the local, county, state government or to the general public.

The New Jersey State Fraternal Order of Constables Inc.

Your honorable, Mayor's, municipal, county, state, elected officials and community groups; you can do a fantastic service by educating and urging state, city, and county, governments to expand the use of their constable's in the local delivery of the justice system.

The position of the appointed / commissioned constable is the heritage of all law enforcement in the United States. The constable implemented the Common Law brought from England, which governed the original 13 colonies. The constable system is the most cost-effective and income-producing agency in the law enforcement community. The use of the position of the constable within the delivery of the justice system would save the local, county, and state governments, millions of dollars of taxpayers' monies.

You see, constables in most of the 32 states, which implement the constable system; work on a fee and mileage basis, paid by the recipient, at

(NO EXPENSE WHATSOEVER TO THE TAXPAYER!)

For example; a national study conducted by the NCA (National Constables Association) discovered that each time a police officer serves a warrant on a defendant at his / her home, place of employment, It costs the taxpayer roughly $418.00; this cost includes salary, benefits, use of vehicle administrative costs and the time for the police officer, however.

WHEN A CONSTABLE SERVES A SUBPOENA, WRIT, OR ARREST WARRANT, THE FEE AND COSTS ARE PAID BY THE DEFENDANT'S BEING SERVED, NOT THE TAXPAYER!

Other advantages and cost-effective services of the constable are included in the materials attached. Please understand, individual state laws vary and your actions should be geared to the laws of this state. I would welcome an opportunity to discuss all this information with you personally.

Sincerely
Philip D. Fluker
